Exterior paint, when do you stop scraping and start priming?



I seem to be in this endless loop of pressure washing, scraping, and sanding and then wait for clear weather to paint and I'm back to pressure washing, scraping, etc ........

I have cedar shingles with about 30% exposed wood now...

At what point do say I'm going for it and start priming?
The southern exposure on the house took a beating,

Is there something I should also use to build up to even out the paint coats where there is bare wood?

1The more that comes off the better if your scraping and the paint doesn't come off then move on. Prep work is 90% of the paint job. Because you have cedar shingles for siding this is an endless job. Then you will need to prime the shingles with an oil base primer. The reason you want to used oil base is because the cedar has what is called tannin which is a oily residue that will bleed through latex. Once the oil base primer is dry you can use latex house paint to finish painting. Where I'm at this is a common type of siding.
